All, Respectfully I disagree with this suggestion. Just a few months ago my fellow commissioners and I suggested combining our Commission with the Airport Commission and our idea was was rejected due to too large of a workload at a “critical time” for the Airport Commission. It was deemed that Airport and Mobility had different scopes, that is until our Measure T funds needed to be used for subsidy a few weeks later. I still believe these Commissions should be combined, not eliminated and would like to discuss at a later date. Additionally as Mobility Commissioners we have been canceling our meetings out of respect for staff time when nothing is urgent. Personally I’m out of the country on vacation and will not be returning until after January 2. I suspect many of you are away too. I would ask for this item to be on the January 16 agenda so that we as commissioners have the opportunity to express ourselves. A Happy and Healthy New Year to all of you! I want to notify you that an agenda bill will be presented to the Town Council on January 2, 2013, recommending both the Airport and Mobility Commissions be discontinued and the tasks and activities of the commissions be assigned to short term task force groups that would include current commissioners or as the Town Council directs. We have been reviewing various work areas including commission meetings and found that during the past year many meetings have been cancelled and/or many commissioners have not been attending regularly. My conclusion is there is probably not enough work to warrant standing commissions. If that is the case, it seems an alternative solution is to establish a system that better matches the needs. Currently, people are scheduling times around meetings that do not occur. It is both inconvenient and a waste of time. Staff and commissioners are busy people. Scheduled meetings require preparation even if cancelled and people are making plans to attend the meetings precluding other priorities then learn the meetings cancelled. This system is ineffective and costly. Please feel free to attend next Wednesday night’s meeting and participate in the agenda item. January 1,2013 To Mayor Lehman, ToML Council Members, Staff and Commissioners: I can not attend the Council meeting on January 2 due to a work commitment however I would like this letter to be made part of the public record regarding the agenda bill set forth by the Town Manager to eliminate the Airport and Mobility Commissions. My focus is on the Airport Commission however much of my comment could also pertain to the Mobility Commission. While I understand the Town has budget constraints, it seems to me that dissolving the Airport Commission is short sighted. The current lull in activity at the airport was anticipated and is temporary. At some point the ALP will need to be addressed again after the FAA review process is complete. When the ALP is approved and implementation begins, many projects ranging from runway improvements to terminal design will require further review. The Airport Commission provides our community with a forum to discuss these items and allow for public comment. Obviously there are staff costs associated with scheduling and preparing for the Commission meetings. However, the members are unpaid and I assume the cost of having a standing Commission is fairly small. As demonstrated during the recent ALP submittal, there were several errors and omissions that were identified through public comment and at Airport Commission meetings. I believe the cost savings gained by trapping these errors during the review process, as opposed to during the implementation process, outweighs the small cost benefit of eliminating the Airport Commission. Town management apparently feels the current approach of proactively canceling meetings when not needed is insufficient. But instead of dissolving these Commissions why not schedule the meetings on a quarterly or semi-annual basis until agenda items warrant more discussion. A sub-committee of one or two Commissioners can be appointed to monitor projects and additional meetings could be scheduled if needed. The cost of this approach would be minimal while still allowing the Town to reconvene Commission meetings without having to re-instate the Commissions and reappoint new Commissioners. I strongly urge the Council to consider keeping the Commissions intact and finding other ways to reduce costs and staff impact. The previous proposal of having a joint Airport and Mobility Commission has merit and is certainly more desirable than eliminating them both. At this point I still believe it is premature to combine the Commissions until more airport projects are finalized, however, this idea should be revisited in the future.

Mayor Lehman, Council Members, and staff: Please replace attachment C with this document, as it corrects misinformation contained in the staff report and in Attachment C, and provides background which will place the Mobility Commission’s operations in perspective. As I was out of town, I did not see earlier messages or the agenda packet until recently. Corrections* are noted below, and I have also attached our 2012 calendar for your reference, so that you will better understand how our commission functions. • Almost two years ago, Mayor Skip Harvey asked all commissions to consider how they might reduce impacts upon staff time. In May, 2011, the Mobility Commission formally adopted 6 guidelines to make our meetings more efficient and effective. Guideline #5 stated: “Schedule meetings monthly, but strive for quarterly. Do not hold a meeting if shown as “Open” with no urgent need to meet (potential to save 4 meetings annually and related staff time)” • Using our “efficiency” guidelines, the Mobility Commission operated for over one year with 4 members and one vacancy, with no cancellations for lack of a quorum or agenda items. • In 2012, we scheduled 6 meetings as potentially “open”, two of which were backup dates for scheduled public workshops. Our June transit workshop was postponed to My.~ at John Helm’s request (an “open” date). We also met in June, as scheduled, for a total of 5 meetings*. • At the July* meeting, we served as the forum for disgruntled airport ground transportation providers, and provided direction to help resolve the somewhat heated issues presented. • At its 18 July, 2012 meeting, Town Council decided to defer combining the Mobility and Airport Commissions, although the Mobility Commission supports this merger. As Commissioner John Vereuck did not reapply, the Mobility Commission’s quorum was now 3, (all 3 commissioners required to be present), with 2 vacancies continuing on the commission. • We cancelled the regularly scheduled August “business meeting”, as it was primarily intended for new commissioners and Advisory Body Handbook training. We did not schedule the September and October “open” meetings*; therefore they were not “cancelled”*. • Lead staff Ray Jarvis and I, as chair, discussed the November Traffic Management Workshop, and mutually agreed that due to budget and workload issues for the two reporting departments, it would be postponed; it later turned out that one commissioner was unavailable, in any case. • Between November and December, we attempted to schedule either a special meeting or the regular meeting, but a quorum could not be met due to conflicting schedules. The Mobility Commission takes its responsibilities seriously, including potential impacts upon staff. Transportation-related issues take time and effort to understand, and I and my fellow commissioners feel that we have made great efforts to be an effective and efficient commission. We continue to support a merger of the Airport and Mobility Commissions, but until that time, it is not in the Town’s best interest to lose the knowledge that we have gained. Also, our two transit workshops provide ESTA its public forum in Mammoth Lakes, and many beneficial changes have resulted, including a “wish list” developed through public involvement. Our 2013 January transit workshop will, for the first time, include a “cut list” that is intended to inform Council and the public of potential service reductions envisioned in the next few years due to the Town’s restructuring. The following is a potential option: •
Modify the Town’s ordinance to reduce the number of commissioners to 3 (with a quorum of 2), and require quarterly meetings, rather than monthly, including 2 scheduled public transit workshops per year, one traffic management workshop, and other tasks as assigned.

Mobility Commission Guidelines (from “Efficiency” Discussion 5/17/201 1) 1) Review our meeting procedures and set time limits (adjourn by 5:30) 2) Hold joint commission meetings, especially for staff presentations 3) Use MC “open” dates for joint meetings when possible, or schedule later in the day if joint with Planning Commission or Recreation Commission 4) Pick up agenda packets by Friday afternoon, be prepared with notes, comments, questions for Mobility Commission meeting on following Tuesday 5) Schedule meetings monthly, but strive for quarterly.
